Keith Norton Phillips, born on September 22,1950 in Omaha, Nebraska, to David Norton and Ramona Ruth (Poe) Phillips, passed away peacefully at his home in Kemp, Texas, on November 2, 2025.

As a proud patriot, Keith served his country in the U.S. Army as an Airborne Ranger from February 1971 until June 1976, embodying the values of service and sacrifice that defined him. After his military service, he pursued a successful career as a Special Agent with the Environmental Protection Agency from 1989 until 2011, during which he also contributed to the Joint Terrorism Task Force between 2001 and 2011. Keith was a hard worker, known for his honesty, and a steadfast presence in his family’s life. Keith's memories are peppered with moments that brought laughter and joy, particularly his cherished role as “Santa” on Christmas morning. With a booming “Ho! Ho! Ho!” in his deepest voice, he delighted children and adults alike, igniting the spirit of the season in all who gathered around him. He was more than a father; he was a mentor and a friend. Keith’s educational journey culminated in a Bachelor of Science in Geology, earned at The University of Texas at Arlington, which laid a foundation for a life dedicated to understanding the environment around him. Beyond his career, Keith found solace in his hobbies. He loved tinkering on his motorcycle and found immense joy in anything Ranger-related, whether attending reunions or riding his beloved Harley with fellow Ranger brethren. Together with his beloved wife, Frankie, Keith was deeply involved in community efforts, with their commitment to Toys for Tots showcasing their generosity and love for children. Keith was, without a doubt, a loving husband and father whose presence resonated with warmth and strength.

Keith was preceded in death by his wife, Frances Marie “Frankie” Phillips; parents, David Norton and Ramona Ruth Phillips; along with his sister, Linda Rae Phillips.

He is survived by his children, David Norton Phillips and wife Lisa of Muenster, Texas, Carson Curtis Phillips and wife Kristan of San Antonio, Texas, and Natalie Lynne Kistler and husband Aaron of Houston, Texas; grandchildren, Jaxon Norton, Emery Lynn Phillips, Norah Cecilia Phillips, and Logan Frank Phillips of Muenster, Texas, William Keith Gibb and Jackson Daniel Gibb of Houston, Texas ; his brother, Rick Carson Phillips and wife Sandy of Georgetown, Texas; along with numerous nieces, nephews, extended family and friends who will miss him dearly.

Keith will be remembered not just for his accomplishments but for the indelible mark he made on the lives he touched. Visitation will be held at St. Ann Catholic Church in Kaufman, Texas, on November 12, 2025, from 9:00 AM to 10:00 AM, followed by a funeral service at 10:00 AM. Keith's interment will take place at the Dallas-Fort Worth National Cemetery at 1:30 PM on the same day. As we bid farewell to Keith Norton Phillips, may his spirit remind us to embrace life with the same fervor he did, and may his memories continue to inspire love and laughter in all whom he encountered.
